The "Railway Express" mode is a facilitation measure introduced by the General Administration of Customs to further smooth and open international logistics channels and promote the development of China-Europe liner trains. This mode optimizes the previous business process and supervision mode, realizes data interoperability among customs, railroads and operating enterprises, and joint supervision through tripartite cooperation. Under the mode of "Railway Express", the Customs and Excise Department audits, releases and cancels the electronic data of railroad manifests, realizes the supervision of import and export cargoes carried by railroad trains, and simplifies the supervision procedures for the inbound and outbound of the liner. By applying the "Railway Express" mode, each China-European liner can save about 20 hours of customs clearance time, shorten the overall running time of the liner by 1-2 days, realize intelligent supervision, digital customs clearance and accelerated inspection and release, ensure efficient passage of China-European liner, shorten the time of goods in transit, and enhance the competitiveness of the products of enterprises.

The liner carries a total of 50 containers, with a total cargo weight of 270 tons and a total value of more than 5 million RMB, and the cargo mainly consists of local white goods such as freezers and refrigerators. In order to ensure the smooth start of the Hefei Railway Express mode train, Customs, Railway and Business Bureau and other relevant departments to work together, from the confirmation of the Hefei International Land Port customs area code, railroad port code and site code to the train plan, set of goods shipping the whole process in advance to do a good job with the Hefei International Land Port, the Hefei Freight Center, freight forwarding enterprises, Luzhou Customs and the port of the Customs interconnection, and jointly sorting out the refinement of the new mode of the regulatory nodes, guiding enterprises to do a good job in advance of the railway manifests and refrigerators, and other local white goods.
